The ECB Main Refinancing Rate is the interest rate at which the European Central Bank lends money to other commercial financial institutions. Although there are several EBC interest rate (the Deposit Rate and the Marginal Lending Rate being the other main rates), the Main Refinancing Rate is the rate that tends to be regarded as the official interest rate for the Eurozone.
ECB rates are set by the Governing Council, which includes representitives from all the central banks within the Eurozone, and meets twice a month. Prior to countries joining the Euro their interest rates were set by their own respective central banks.
